In the Income Tax Department, Kerala one unjust thing happened. I invite your kind coments nd direction in this regard.
For the year 2010-11, they have preapared a panel for the consideration for promotion as ITO. They have selected 12 candidates on the basis of disposition list. As per the CCIT office, the 3rd slot is reserved for candidate from SC category. The 3rd person in the seniority list was a lady from SC category. She has cleared the ITO examinatin on general merits. The next person figuring at 4th positon is also from SC category. But he qualified the examination on relaxed standards, that is he got relaxation in marks in one subject. But he is the 4th person in General senioriy. But the O/o. the CCIT gave promtion to the person figured at Sl. No. 3 who cleared the exam on general merits and intimated that the slot is reserved for SC and the person happened to be SC and the SC vacancy is then filled. They denied promotin to the 4th person on the graound that 4th slot is for general candidates and he cannot be considered for general category as he qualified the exam on relaxed merits. They also intimated that he will be condered for promotion only when an SC vacancy arises. This was happened in the month of April-May. Till now, about 7 candidates who are much junior to him have been promoted. This person didnt get promotion since he is SC and passed on relaxed standards. It may be noted that at the time of qualifying the exam, there were no provision for betterment . once passed, he is passed. If some body is denied promotin on this grounds, what is the meaning of giving relaxation in marks?. For example, one handicaped person travelling in a bus taking ticket for half price since he is handicaped, but can we say that he should not occupy the seat as he enjoyed relaxation in fare?. In the current case, suppose next SC vacancy arises after 3 years, Is it fair telling him to wait till 3 years? in the mean time all his juniors will be promoted. Then what is the meaning of his seniority/
